It all depends on where you're driving. In many countries or states where electric scooters are legal, driving without a helmet is allowed; however, some places have specific age requirements or require all passengers to wear a helmet by law, regardless of their age. Many adults who ride scooters say that helmets do not necessarily increase safety, especially when cyclists interpret the helmet, which is just a safety measure, as a general safety cushion and a guarantee of protection. Accidents between motorized scooters and cars can still occur regardless of whether you're wearing a helmet or not.
Some residents considered that this law restricted the use of shared scooters, since it limited their use only to passengers who carried a helmet with them, unlike residents who sought to use them spontaneously or occasionally. The helmet laws surrounding electric scooters have recently undergone a change in the state of California. Advocates of the use of electric scooters as a means of transportation point out that the previous law did not necessarily encourage the use of a helmet, but, in fact, discouraged many passengers from using motorized scooters to travel simply because they didn't have a helmet with them. The helmet requirements became difficult to handle for people who only used these scooters for a short period of time.
Leaving aside state helmet laws, each community is responsible for regulating the use of electric scooters, including streets where scooters are allowed, and for enforcing laws on the use of helmets for minors. However, those who oppose the new law remain perplexed by the leniency of the helmet law for e-scooter drivers in a state that requires the use of helmets for motorcyclists, even though both are on the same roads. Some are concerned about the law, although encouraging more passengers to use scooter services also causes more passengers to hit the road and, therefore, increases the chance of accidents. California's previous helmet laws stipulated that all cyclists, even adults, must wear a properly fastened and tight helmet to avoid injuries while riding electric scooters.
Electric rideshare scooters, such as those from Bird and Lime, benefit from passengers picking them up and leaving them wherever they are, which means that prospective cyclists don't always carry a helmet with them.
